Ogun State Government is working towards effective implementation of the 2023 budget, as it continuously engages the citizens across the four divisions of the State in the budget process with the deployment of digitisation initiatives, to achieve economic growth and development that would further bring about transparency, accountability, convenience and block revenue leakages.
The Chief Economic Adviser to the State Governor and Commissioner for Finance, Mr. Dapo Okubadejo made this known in Abeokuta at a Budget Breakdown Media Paley Session on 2023 budget, stating that the overall ambition of the Prince Dapo Abiodun-led administration was to put in place, measures that would reposition the State as the fastest growing economy in Nigeria and maximise the potentials in every sector.
Okubadejo added that its goals were geared towards job creation, poverty eradication, creating investment opportunities and improving real sector growth, assuring that the present government would continue to adopt the best global practice towards ensuring that the State remains an investment destination of choice for investors to operate.
In his presentation, Commissioner for Budget and Planning, Mr. Olaolu Olabimtan, while breaking down the budget envelope, said the State was adopting a modified zero-based budgeting model with N472bn as the total budget for 2023, out of which N270bn was allocated to Capital Projects, while N202bn would be expended on Recurrent Expenditure with the Personnel cost of 17 percent and 13 percent overhead cost.
Olabimtan added that "45percent of the budget will be funded from Internally Generated Revenue, with the allocation of 29 percent to Infrastructure, 22 percent for Social Welfare and Well-being, Education with 15 percent, 1 percent Youth Empowerment, Agriculture has 3 percent, while the Enabler gulps 28 percent under the ISEYA mantra".
Olabimtan pointed out that the 2023 budget would focus more on the Human Capital Development programme, for improved living standards of residents.
Earlier in his address, Commissioner for Information and Strategy, Alhaji Abdulwaheed Odusile said the government owned the public prompt information on the budget breakdown, hence the need for their involvement in policy formulations and implementation, to facilitate the much-needed developmental objectives.
Other personalities at the event include, the Ogun Head of Service, Dr. Nafiu Aigoro, Commissioners for Education, Science and Technology, Health, Agriculture, Transportation, Housing and their Permanent Secretaries, among others.
