OGUN BUDGETING STRATEGY’LL CREATE BETTER DEVT- COMMISSIONER




 Ogun State Commissioner for Budget and Planning, Mr. Olaolu Olabimtan says the systematic manner of budgeting and planning through the Medium Term Expenditure Framework (MTEF) is borne out of the government’s commitment to creating a conducive atmosphere for better economic development, delivery of quality service, provisions of good governance, and accountability.


 Mr. Olabimtan stated this at the Treasury Board Meeting for Ministries, Departments and Agencies (MDAs) of government on year 2023-2025  Medium Term Expenditure Framework (MTEF) and 2023 Budget, at the Oba's Complex, Oke-Mosan, Abeokuta.


The Commissioner pointed out that adoption of the Medium Term Sector Strategy and Medium Term Revenue Framework budgetary outcomes were more predictable, while MDAs would be confident in their financial planning.


According to him, ‘’the government has enacted the State Fiscal Responsibility Law, 2020, which states the roles and functions of all stakeholders, and this has helped in making the budget process seamless’’.


Olabimtan revealed that 203 inputs were collated at the divisional town hall meetings held recently across the State, while 95 percent of the inputs had been included in the proposed  2023 Budget, adding that since the inception of the present administration, the viable budgetary plan adopted had improved the Internally Generated Revenue of the State.


“In year 2020, we were able to achieve 39 percent total revenue performance, we, however, attained 70 percent in 2021, while as at September 30, 2022, we have achieved 62 percent performance, we are poised to finish this year even more strongly at an expected performance of well above 70 percent", the Commissioner informed.


In his contribution, the  Chief Economic Adviser and Commissioner for Finance, Mr. Dapo Okubadeyo, recalled that the Prince Dapo Abiodun-led administration was determined to fulfill its promises of a good public financial management system which include, fairness, accountability, transparency and inclusiveness.


Mr. Okubadejo added sustenance of the State development plan and public financial management reforms necessitated the reinvigoration of the Medium Term Revenue Strategy, which was a major shift in budget preparation with a greater emphasis on revenue-driven model to improve the budget process.
