PROTOCOLS: INTRODUCTION
It is a great pleasure to be here today to present the 2023 budget proposals to this distinguished house.
Let me note that this budget of Year 2023 is as important, if not more important than the other years since the inception of our Administration. This is because it is a transition budget. This budget will take us from the current phase into another phase of our “Building Our Future Together”, Agenda. This budget marks the last leg of our first term and by the Grace of Almighty God the first leg of our second term which will be made possible by the support and re-election by the good people of Ogun State.
THE JOURNEY SO FAR
2. Mr. Speaker and Honourable Members, in the last three and a half years, our journey towards building our future together has witnessed major progress in many areas of development namely, Infrastructure, Social Welfare and Wellbeing, Education, Youth Empowerment and Agriculture (ISEYA) and most importantly Good Governance. Essentially, all these are in line with our social contract with the good people of Ogun State.

3. Our Infrastructure investments are people oriented and transformational with immense multiplier effects on the socio – economic development of the entire citizenry of the State. Our accomplishments in this area include:
a. Over 80 major roads and others (Federal roads inclusive) totalling 400km have been constructed, reconstructed or rehabilitated across the State. This administration in three years and six months has done more in terms of kilometres of roads than previous administrations in the State. The road projects include amongst others: Ilaro – Owode Road, Ijebu-Ode – Mojoda – Epe Road, Abeokuta – Siun – Sagamu Interchange Road, Atan – Lusada – Agbara Road, Panseke – Adigbe – Opako Road, Ilishan – Ago-Iwoye Road etc;
b.The Construction of an Aerotropolis, an airport city, anchored by the Agro-Cargo International Airport is on- going;
c. We have commenced the operationalisation of our Multi- Modal Transportation System which integrates road, rail, water and air transport and, as a first step, the provision of intra-city WIFI enabled Air-Conditioned Mass Transit Buses;
d. Work is ongoing on our Ogun Digital Infrastructure project which seeks to provide internet connectivity across the State. This digital economy infrastructure is the backbone for ICT revolution in our dear State;

e. Furthermore, transformers were distributed to communities across the State to boost electricity supply.
4. The present administration through a multi-dimensional development agenda that encompasses Health, Housing, Security, Water Supply and Women empowerment under the Social Welfare and Wellbeing Strategic Pillar has improved the status of the State in various spheres such as;
a. The provision of Qualitative Health Care Service Delivery through huge investments in renovation of over 100 Primary Health Care Centres, massive enrolment of community members for Basic Health Care Provision Fund (BHCPF) tagged ‘ILERA DERO’ and a fleet of over 50 new ambulances from the inherited 5 in 2019, provided to improve Health operators’ response time whenever such service is urgently needed;
b. The investment in the upgrade of facilities and equipment at the Olabisi Onabanjo University Teaching Hospital to make it a world class centre of heath care, medical education and research;
c. The Renovation and equipping of our State and General Hospitals ;
d. The recruitment, regular payment and promotion of Medical Officers, Resident Doctors, Nurses, Pharmacists and other healthcare professionals in various cadres;

e. The present administration is pursuing an ambitious housing scheme meant to deliver 2,500 housing units in phases. Already, about 1,500 units have been constructed and sold out in our Housing Estates that cut across the three (3) Senatorial Districts of the State. This is more than the total housing units built by previous administrations since the creation of the State in 1976. We have since commissioned King’s Court Housing Estate, Prince Court Estate and Kobape Housing Estate in the Central Senatorial District. Other locations where our Housing Estates are sited include Ilaro, Ijebu Ode, Sagamu and Ota to mention a few. The patronage has been a major motivating factor that propels us to build more;
f. Other State investments in furtherance of our social contract include the establishment of the Ogun State Security Trust Fund and the provision of patrol vehicles and gadgets to all the law enforcement agencies and the Amotekun security outfit. The foregoing complements the existing security architecture and has earned us the status of one of the safest, if not the safest State in Nigeria, where you can live, work and play.
g. Other notable investments in our social wellbeing strategic pillar include amongst others; the construction of new Fire Service Stations and various empowerment programmes for

our women across the State, especially Ok’owo Dapo. It is also worthy of mention that we disbursed over N1 billion grant to boost the operations of Micro, Small and Medium-scale Enterprises under the Nigeria for Women Project.
5. Without a doubt, Ogun State maintains an enviable status as the Education Capital of Nigeria. We keep consolidating on this legacy with our unwavering investment in this sector. Some of these are:
a. The renovation and construction of no fewer than 956 classroom blocks and other facilities in public schools, including the Special Needs Schools across the State.
b. The provision of 25,000 tables and chairs for distribution to Public Primary and Secondary Schools.
c. Introduction of OgunTEACh intervention programme aimed at employing five thousand interns to fill the teacher-vacancies in Primary, Secondary and Technical Colleges.
d. Increment of the running cost to all public primary and secondary schools by over 120 percent.
e. The clearing of backlog of promotion of 2016, 2017, and also the promotion of teachers due in year 2019 and 2020.
f. Repositioning and construction of Central Education Management Information System (EMIS) for Data gathering, analysis and presentation.
g. Introduction of Learner Identification Number (LIN) to all learners in our schools. (We are the first to introduce such in Nigeria)

h. Distribution of wheelchairs and white canes to students living with disability;
i. Regular payment of Salaries and Allowances to teaching and non-teaching Staff;
j. Prompt and regular payment of subventions to State owned Tertiary Institutions;
k. Appointment of 108 new Principals across the State to manage our State-owned Secondary Schools.
All these and others have earned us various awards such as

the Best Education Friendly Governor by the Southwest wing of All Nigeria Confederation of Principals of Secondary Schools (ANCOPSS); the Best Governor in Educational Sector by the National Parents Teachers Association. And, only last month the Federal Government awarded one of our Public Primary Schools and one of our teachers as the Best throughout the Federation.
7. Our administration has been an ambassador of inclusiveness. The youth in the State continue to enjoy the support and unhindered participation in the governance of our dear State. Our youth are given opportunities to flourish for the continued development of our State and encouraged to be part of the administration. Other feats achieved with respect to Youth Empowerment and Employment Opportunities include:
a. The establishment of the Centre for Innovation, Science, Technology, Engineering and Mathematics (STEM);

b. Ogun Tech Hub which provides infrastructural support for local innovators and incubation opportunities for tech-based start-ups;
c. Ogun Youth Empowerment Scheme (OG-YES) which aims at providing paid training and job opportunities for a targeted 10,000 artisans annually;
d. Our bid to host the 2024 National Sports Festival is on course as one of our approaches to utilise sports as an avenue to engage our youths.
Agriculture is one of the strategic pillars of our administration

and an important factor to drive industrialization. We have deployed Agriculture for the effective implementation of our road map on job creation, food security and poverty alleviation by massively activating public private partnership.The dream of our administration is gradually becoming a reality with the recent ground-breaking of the Special Agro-Industrial Processing Zone (SAPZ) located within the Remo Economic Industrial Cluster. We believe that this initiative would not only support smallholder farmers and other value chain actors for increased agricultural productivity. It will also bolster job creation through agricultural value chain development in crop, aquaculture and core livestock sectors, as well as service provision initiatives in the agricultural sector. These would therefore enhance food security and nutrition in the State, and also turning us to the food basket of the South West I am therefore delighted to mention some of our key success stories under this Strategic Pillar:

a. Ongoing World Bank financed Ogun State Economic Transformation Project (OGSTEP) which targets 40,000 Smallholder farmers in nine (9) priority value chains (Cassava, Maize, Rice, Soyabean, tomatoes, pepper, sesame, fishery, and poultry);
b. Ongoing World Bank Nigeria COVID-19 Action Recovery and Economic Stimulus (N-CARES) Project. This has been domesticated and named OGUN CARES with expected 3,350 Micro, Small and Medium enterprises (MSMEs) benefitting from a N1b grant disbursement;
c. We recently commissioned one of the biggest dairy hub in the Southwest region of Nigeria in partnership with Fan Milk- Danone. This is an Integration dairy farm facility at Eweje Farm Institute Odeda Local Government. The company is expected to train and empower local farmers in Odeda LG.
d. Successful dry and wet seasons rice harvesting by the State Government supported by Youth Farmers Groups covering over 900 hectares;
e. Free distribution of 100million tomato seeds to vegetable farmers in Ogun State as donated by the Federal Government through the Raw Materials Research and Development Council (RMRDC);
f. Land clearing of 1,000 hectares farmland at Apojola in Odeda LGA for youth engagement in Agriculture;
g. Launch of Ogun Broiler Project for youth empowerment; training and distribution of 54,000 birds to 54 beneficiaries at Odeda Farm Institute.

Distribution of 10,000 free cocoa seedlings to over 3,000 farmers in Ijebu East to enhance cocoa production in the State; etc
Our collaboration with Nigeria Agricultural Land Development Authority (NALDA) has brought about the setting up of an integrated farm estate sited close to the SAPZ. This is aimed at engaging 1,500 farmers and generating about Two billion Naira annually after its first year. The focus is on Snail, poultry, dairy and crop farming and processing.
The Anchor Borrower Scheme targets the empowerment of forty thousand farmers with a total of ten thousand hectares of land in the pilot phase. The programme provides all inputs, services, support and training required for the farmers by granting single digit loans and guaranteed off-takers.

Administration met at our inception was the inability of successive Governments to institutionalize the public financial framework to ensure fiscal sustainability and continuity. Mr. Speaker and Honourable Members, since the inception of the present administration, we have embarked on several Fiscal Reforms in Public Finance Management.
10. Our aim is to consolidate on the global best-practice Public Financial Management (PFM) reforms that we started in 2019. Our fiscal policy thrust is based on providing an enabling business environment for private sector investments and partnerships through improving the efficiency and effectiveness of our key processes, including but not limited to land acquisition, business registration, construction permits, land titling, dispute resolution as

well as provision of key infrastructure and incentives to attract investors into the State.
11. In addition, our administration has embarked on Digital
Transformation of key processes and revenue lines to improve process and collection efficiency, broaden revenue scope and to block leakages thereby boosting our Internally Generated Revenue (IGR) receipts.
12. We have other policies that are currently being implemented to ensure efficiency and value for money in government spending as well as maintaining an optimal balance between capital and recurrent expenditure to achieve macro-economic stability and sustainable development.
13. In this direction, we have come up with initiatives and reforms in the way Government operates. These cover how our Public Service operates to make it a truly Public Private Partnership (PPP) friendly institution; strengthening the Judiciary to be a more trust worthy arbiter; launching of the Ogun State Land Administration and Revenue Management System (OLARMS); establishment of Public Private Partnership office; establishment of Bureau of Public Procurement; establishment of Bureau of Statistics, establishment of Fiscal Responsibility Commission; Strengthening of the Debt Management Office and Tax Reforms amongst others.
14. We could not have made the above listed historical achievements and many more without the exceptional partnership this Administration enjoys with the Leadership, and Members of this Honourable House of Assembly. So may I use this opportunity,

to once again, thank the Rt. Hon. Speaker and all the Honourable Members of this noble 9th Legislative Assembly for your engagement, support and contributions to these numerous achievements by all.
2022 BUDGET IMPLEMENTATION
15. Mr. Speaker, Honourable Members, permit me to highlight some key elements of the performance of Year 2022 Budget. You will recall that the total sum of N450,986,566,678.04 was approved as the Year’s total budget.
16. With the 2022 Budget, the total projected funding was N450,986,566,678.04 comprising of N160,174,462,525.27 as Internally Generated Revenue (IGR) and N290,812,104,152.77 as expected inflows from the Statutory Allocation, Value Added Tax, Capital Receipts and others.
17. As of 30thSeptember 2022, actual total funding was N193,731,370,976.27 representing 62.11 per cent of the pro-rated revenue target.We are poised to finish this year strongly at an expected performance of well over the 70% that was achieved last year.
RECENT KEY ECONOMIC DEVELOPMENTS
18. The 2023 Budget conception came with obvious economic challenges; hence the preparation was done conscious of a very challenging world economy that is weakened by the lingering effects of the COVID-19 pandemic, high inflation, high crude oil prices resulting in huge cost of PMS Subsidy, continued crude oil

theft and negative spill-over effects of the Russia-Ukraine war on food and dwindling Federal revenues.
19. The national economy and most especially the sub nationals are currently contending with fiscal instability, slow growth, food crisis, and high interest rates. Like many others, our economy faces challenges of low revenues because of emerging challenges from macro-economic indicators such as high inflation, exchange rate and depreciation of the naira.
20. However, our State will continue to work towards achieving much higher levels of growth, especially by harnessing our demographic dividends, so that the average Ogun citizen can truly feel the impact of planned economic growth.
21. Going forward, the Lagos-Ogun Joint Development co- operation is expected to attract huge investment in transportation, specifically the Redline passenger rail services expected to begin operations by first quarter of next year. Essentially, this will enhance smooth movement of commuters and goods by residents of Ogun and Lagos States.
22. On-going construction of the Agro-Cargo International Airport has nearly reached conclusion stages and at completion, the Airport will be the first phase in the development of an aerotropolis in the State. This investment has started yielding results as airlines have shown interests in operating cargo and commercial flights at the airport. The Nigeria Customs Service has acquired land to have their operational base at the airport. This will avail the citizens and residents of Ogun State the opportunity to board their flight right within the State to anywhere they want to go rather than going

elsewhere. We performed the ground breaking of the SAPZ, a truly first of its kind in Nigeria that promises to provide over 25,000 jobs and attendant multiplier effect for the people of the State.
Our investment promotion initiatives were further validated by the 2022 Presidential award in public service for industrial revolution.
THEME AND PRIORITIES OF THE 2023 APPROPRIATION BILL
23. The Rt. Hon. Speaker and other Honourable Members of the Ogun State House of Assembly, I now proceed to the 2023 Appropriation Bill.
24. As you are aware, our Administration’s strategic imperatives and implementation road map, the 2023-2025 Medium-Term Fiscal Framework of the present administration is hinged on the five development pillars, I.S.E.Y.A.
25. In line with the dictates of the Fiscal Responsibility Law, 2020 (As Amended), this Honourable House approved the 2023 – 2025 Medium-Term Fiscal Framework (MTFF) and Medium-Term Budget Framework (MTBF).
26. The Ogun State House of Assembly approval became a veritable fiscal instrument for further engagement with all Local Government Areas. As part of the preparation and our commitment towards development, we held four (4) Town Hall Meetings at Ijebu, Remo, Yewa/Awori and Egba Divisions to give our people a voice in the preparation of this Appropriation Bill.
27. In 2023, we will continue to accord priority attention to: • Completion of ongoing projects;

• Projects with revenue potentials;
• Projects that can enhance employment generation
• Projects consistent with priorities articulated in the State
Economic Development Plan & Strategy 2021 – 2025;
• Projects that align with the seven (7) thematic areas contained in the Medium-Term National Development
Plan 2021-2025, namely:
i. Economic Growth and Development;
ii. Infrastructure;
iii. Public Administration (Governance, Security, and
International Relations);
iv. Human Capital Development;
v. Social Development;
vi. Regional Development; and,
vii. Plan Implementation, Communication, Financing,
Monitoring and Evaluation
PARAMETERS AND FISCAL ASSUMPTIONS UNDERPINNING THE 2023 APPROPRIATION
28. Mr. Speaker and other Honourable Members of the Ogun State House of Assembly, the 2023–2025 Medium Term Fiscal Framework (MTFF) set out the parameters for the 2023 Appropriation Bill. These include both National and State Key Macro-Economic Indicators:
a. National Indicators: As you are aware, the three (3) tiers of government rely largely on the Federal Allocations which are the proceeds from the sale of crude oil and

Value Added Tax (VAT). The Federal Government has sole responsibility to control factors that determine revenue generation such as:
üOil price benchmark pegged at 70 US Dollars per
barrel;
üDaily oil production estimate of 1.69 million barrels
(inclusive of Condensates of 300,000 to 400,000
barrels per day);
ü Exchange rate of 435.57 Naira per US Dollar; and üProjected GDP growth rate of 3.75 percent and 17.16
percent inflation rate.
üThe 7.5 percent VAT Rate was fixed by the Federal
Government with effect from 1st February, 2020; b. State Indicators include:
ü The State estimated GDP of ₦5.74 trillion;
üProjected GDP Growth Rate of 2.93 percent and 17.16
percent inflation.
STATE GOVERNMENT FUNDING ESTIMATES
29. We shall continue with the Medium-Term Revenue Strategy (MTRS) to drive our Medium-Term Expenditure Framework (MTEF). The total State funding is estimated at N472.25 billion for the year 2023.
30. The revenues comprise Ogun State Internal Revenue Service (OGIRS) estimates of N90.00billion and other Ministries, Departments and Agencies (MDAs) estimates at N120.25 billion

totalling N210.25 billion. By this, we will achieve an IGR to GDP ratio of 3.7 per cent. Statutory allocation from the Federal Government (i.e. FAAC and VAT) is expected to be N92.00 billion. 31. Capital receipts are estimated at N128.37 billion comprising of Internal and External loans as well as Grants and Aids
32. Rt. Hon. Speaker and Honourable Members of the House of Assembly, our internally generated revenue capacity in the comity of States is no longer in doubt. More importantly, this administration’s budget model is revenue driven through the State Medium Term Revenue Strategy. In essence we will continue to focus on improving our revenue base. In doing this we will rely on the provisions of the section 23 (1 & 2) of the fiscal responsibility law, 2020 (as amended) with a view to increase the State’s Internally Generated Revenue. This will not only help to enhance the comprehensiveness and transparency, but increase the State’s revenue in due course.
PLANNED 2023 EXPENDITURE
33. The 2023 Budget proposals manifest the issues we confront as well as the necessary steps to overcome them in a sustainable manner.
34. The expenditure policy of Government in 2023 is designed to achieve the strategic objectives of the Ogun State Economic Development Plan and Strategy 2021 – 2025, including fiscal sustainability; human development; food security; improved business environment; energy sufficiency; improving transport infrastructure; and, promoting industrialization focusing on Small

and Medium Scale Enterprises. We will continue to focus our public spending mix towards a Capital Expenditure that is higher than that of Recurrent Expenditure. We are convinced that increased investment in capital expenditure is our secured route to sustainable economic growth and development as a State.
35. Against the backdrop of the challenging global and domestic economic environment, it is imperative that we strengthen our macroeconomic environment and address existing challenges as a State. The 2023 Appropriation therefore is a “Budget of Continued Development and Prosperity” expected to achieve social cohesion that will continue to focus on equitable socio-economic growth and development State-wide.
36. Our principal objective in 2023 is to maintain and enlarge our economic base while being strategic towards harnessing economic opportunities in the outer years of our administration and being conscious of victory at the coming polls by HIS GRACE.
37. A total expenditure of N472.25 billion is proposed for the State Government in 2023. The proposed expenditure comprises of N201.84 billion as recurrent and N270.41 billion as Capital with the highlights below:
a. Personnel Costs of N79.47B;
b. Social Contribution and Social Benefits N21.12B; c. Public Debt Charge of N39.90B;
d. Overhead Cost of N61.35B;
e. Capital Expenditure of N270.41B
HIGHLIGHTS OF THE 2023 KEY CAPITAL PROJECTS

38. Key physical capital projects in the 2023 Budget include:
• Implementation of Schemes for power generation to improve and guarantee electricity supply to our major
cities, business clusters and estates;
• Development of a Dry port at Kajola to leverage on the
existing rail network in that axis;
• Rehabilitation, reconstruction and maintenance of roads
across the State;
• Completion of the Agro-Cargo Airport;
• Procurement and Installation of Transformers State-
wide;
• Construction of Pilot Rural Road of 13.1km at Alapako;

MEETING THE EXPECTATIONS OF OUR PEOPLE – KEEPING OUR
PROMISES
40. I would like to implore the leadership of the State House of Assembly to ensure that the budget I lay here today, be thoroughly but expeditiously vetted and returned in earnest for my assent. I say this with every sense of responsibility because all the contents emanated from the wishes our people expressed at different Budget Town Hall meetings. It is also an expression of their trust in your Government and Party. This is what our State is known for and I will appreciate if we maintain our set standard of signing the Appropriation Law before 1st of January of the incoming year.

41. Mr. Speaker and Honourable Members of the 9th Ogun State House of Assembly, as I lay before you the 2023 Appropriation Bill today, we must remind ourselves that this event is another symbolic representation of our joint mission towards the realization of the Ogun State of our collective dreams. We have done it before. We can do it again. The challenges that are ahead of us in the coming year dictate that we should all move on more cooperatively to continue to deliver dividends of democracy to our people. We have covered a lot of grounds, but we must remind ourselves that there is always room for improvement. Time is of the essence and our people must see our commitment and sincerity to their security, peace, comfort, wellness and wellbeing. WHILE WE SHOULD NOT STAND AND PROMISE THEM THAT WE WILL DO EVERYTHING, WE SHOULD ONLY PROMISE WHAT WE CAN DELIVER. THAT IS THE ESSENCE OF THIS DOCUMENT, AND THAT IS THE CHARACTER OF THIS ADMINISTRATION.
42. While thanking this Honourable House for its continued collaboration and cooperation within the ambits of the principles and practice of Separation of Powers, let me also solicit for the unflinching support and cooperation of this Honourable House to enable us collectively deliver on our promises in the coming year. In consonance with global best practices, I have directed all Commissioners, Accounting Officers and Heads of Agencies to be personally available for budget defence.
43. Let me re-emphasize that the people of Ogun State expects that the 2023 Budget will contain only implementable and critical projects, which when completed, will significantly address current

infrastructural challenges of the economy, improve the business environment and accelerate economic recovery.
APPRECIATION
44. Let me use this opportunity to appreciate all our people for the trust and confidence they repose in our Administration. We appreciate the invaluable support, cooperation, and prayers of all stakeholders. Our special gratitude goes to our political class; our revered Royal Fathers, Elder Statesmen, our Religious Leaders, Development Partners, Non-Governmental Organizations (NGOs), Market Women and Men, our Youths, Students, Unions and all other associations, and indeed our Public Servants. We also thank our critics. As our supporters continue to motivate us, our critics are also challenging us to do more. That is the whole essence of democracy. I thank you all.

PROTOCOLS: INTRODUCTION
It is a great pleasure to be here today to present the 2023 budget proposals to this distinguished house.
Let me note that this budget of Year 2023 is as important, if not more important than the other years since the inception of our Administration. This is because it is a transition budget. This budget will take us from the current phase into another phase of our “Building Our Future Together”, Agenda. This budget marks the last leg of our first term and by the Grace of Almighty God the first leg of our second term which will be made possible by the support and re-election by the good people of Ogun State.
THE JOURNEY SO FAR
2. Mr. Speaker and Honourable Members, in the last three and a half years, our journey towards building our future together has witnessed major progress in many areas of development namely, Infrastructure, Social Welfare and Wellbeing, Education, Youth Empowerment and Agriculture (ISEYA) and most importantly Good Governance. Essentially, all these are in line with our social contract with the good people of Ogun State.

3. Our Infrastructure investments are people oriented and transformational with immense multiplier effects on the socio – economic development of the entire citizenry of the State. Our accomplishments in this area include:
a. Over 80 major roads and others (Federal roads inclusive) totalling 400km have been constructed, reconstructed or rehabilitated across the State. This administration in three years and six months has done more in terms of kilometres of roads than previous administrations in the State. The road projects include amongst others: Ilaro – Owode Road, Ijebu-Ode – Mojoda – Epe Road, Abeokuta – Siun – Sagamu Interchange Road, Atan – Lusada – Agbara Road, Panseke – Adigbe – Opako Road, Ilishan – Ago-Iwoye Road etc;
b.The Construction of an Aerotropolis, an airport city, anchored by the Agro-Cargo International Airport is on- going;
c. We have commenced the operationalisation of our Multi- Modal Transportation System which integrates road, rail, water and air transport and, as a first step, the provision of intra-city WIFI enabled Air-Conditioned Mass Transit Buses;
d. Work is ongoing on our Ogun Digital Infrastructure project which seeks to provide internet connectivity across the State. This digital economy infrastructure is the backbone for ICT revolution in our dear State;

e. Furthermore, transformers were distributed to communities across the State to boost electricity supply.
4. The present administration through a multi-dimensional development agenda that encompasses Health, Housing, Security, Water Supply and Women empowerment under the Social Welfare and Wellbeing Strategic Pillar has improved the status of the State in various spheres such as;
a. The provision of Qualitative Health Care Service Delivery through huge investments in renovation of over 100 Primary Health Care Centres, massive enrolment of community members for Basic Health Care Provision Fund (BHCPF) tagged ‘ILERA DERO’ and a fleet of over 50 new ambulances from the inherited 5 in 2019, provided to improve Health operators’ response time whenever such service is urgently needed;
b. The investment in the upgrade of facilities and equipment at the Olabisi Onabanjo University Teaching Hospital to make it a world class centre of heath care, medical education and research;
c. The Renovation and equipping of our State and General Hospitals ;
d. The recruitment, regular payment and promotion of Medical Officers, Resident Doctors, Nurses, Pharmacists and other healthcare professionals in various cadres;

e. The present administration is pursuing an ambitious housing scheme meant to deliver 2,500 housing units in phases. Already, about 1,500 units have been constructed and sold out in our Housing Estates that cut across the three (3) Senatorial Districts of the State. This is more than the total housing units built by previous administrations since the creation of the State in 1976. We have since commissioned King’s Court Housing Estate, Prince Court Estate and Kobape Housing Estate in the Central Senatorial District. Other locations where our Housing Estates are sited include Ilaro, Ijebu Ode, Sagamu and Ota to mention a few. The patronage has been a major motivating factor that propels us to build more;
f. Other State investments in furtherance of our social contract include the establishment of the Ogun State Security Trust Fund and the provision of patrol vehicles and gadgets to all the law enforcement agencies and the Amotekun security outfit. The foregoing complements the existing security architecture and has earned us the status of one of the safest, if not the safest State in Nigeria, where you can live, work and play.
g. Other notable investments in our social wellbeing strategic pillar include amongst others; the construction of new Fire Service Stations and various empowerment programmes for

our women across the State, especially Ok’owo Dapo. It is also worthy of mention that we disbursed over N1 billion grant to boost the operations of Micro, Small and Medium-scale Enterprises under the Nigeria for Women Project.
5. Without a doubt, Ogun State maintains an enviable status as the Education Capital of Nigeria. We keep consolidating on this legacy with our unwavering investment in this sector. Some of these are:
a. The renovation and construction of no fewer than 956 classroom blocks and other facilities in public schools, including the Special Needs Schools across the State.
b. The provision of 25,000 tables and chairs for distribution to Public Primary and Secondary Schools.
c. Introduction of OgunTEACh intervention programme aimed at employing five thousand interns to fill the teacher-vacancies in Primary, Secondary and Technical Colleges.
d. Increment of the running cost to all public primary and secondary schools by over 120 percent.
e. The clearing of backlog of promotion of 2016, 2017, and also the promotion of teachers due in year 2019 and 2020.
f. Repositioning and construction of Central Education Management Information System (EMIS) for Data gathering, analysis and presentation.
g. Introduction of Learner Identification Number (LIN) to all learners in our schools. (We are the first to introduce such in Nigeria)

h. Distribution of wheelchairs and white canes to students living with disability;
i. Regular payment of Salaries and Allowances to teaching and non-teaching Staff;
j. Prompt and regular payment of subventions to State owned Tertiary Institutions;
k. Appointment of 108 new Principals across the State to manage our State-owned Secondary Schools.
All these and others have earned us various awards such as

the Best Education Friendly Governor by the Southwest wing of All Nigeria Confederation of Principals of Secondary Schools (ANCOPSS); the Best Governor in Educational Sector by the National Parents Teachers Association. And, only last month the Federal Government awarded one of our Public Primary Schools and one of our teachers as the Best throughout the Federation.
7. Our administration has been an ambassador of inclusiveness. The youth in the State continue to enjoy the support and unhindered participation in the governance of our dear State. Our youth are given opportunities to flourish for the continued development of our State and encouraged to be part of the administration. Other feats achieved with respect to Youth Empowerment and Employment Opportunities include:
a. The establishment of the Centre for Innovation, Science, Technology, Engineering and Mathematics (STEM);

b. Ogun Tech Hub which provides infrastructural support for local innovators and incubation opportunities for tech-based start-ups;
c. Ogun Youth Empowerment Scheme (OG-YES) which aims at providing paid training and job opportunities for a targeted 10,000 artisans annually;
d. Our bid to host the 2024 National Sports Festival is on course as one of our approaches to utilise sports as an avenue to engage our youths.
Agriculture is one of the strategic pillars of our administration

and an important factor to drive industrialization. We have deployed Agriculture for the effective implementation of our road map on job creation, food security and poverty alleviation by massively activating public private partnership.The dream of our administration is gradually becoming a reality with the recent ground-breaking of the Special Agro-Industrial Processing Zone (SAPZ) located within the Remo Economic Industrial Cluster. We believe that this initiative would not only support smallholder farmers and other value chain actors for increased agricultural productivity. It will also bolster job creation through agricultural value chain development in crop, aquaculture and core livestock sectors, as well as service provision initiatives in the agricultural sector. These would therefore enhance food security and nutrition in the State, and also turning us to the food basket of the South West I am therefore delighted to mention some of our key success stories under this Strategic Pillar:

a. Ongoing World Bank financed Ogun State Economic Transformation Project (OGSTEP) which targets 40,000 Smallholder farmers in nine (9) priority value chains (Cassava, Maize, Rice, Soyabean, tomatoes, pepper, sesame, fishery, and poultry);
b. Ongoing World Bank Nigeria COVID-19 Action Recovery and Economic Stimulus (N-CARES) Project. This has been domesticated and named OGUN CARES with expected 3,350 Micro, Small and Medium enterprises (MSMEs) benefitting from a N1b grant disbursement;
c. We recently commissioned one of the biggest dairy hub in the Southwest region of Nigeria in partnership with Fan Milk- Danone. This is an Integration dairy farm facility at Eweje Farm Institute Odeda Local Government. The company is expected to train and empower local farmers in Odeda LG.
d. Successful dry and wet seasons rice harvesting by the State Government supported by Youth Farmers Groups covering over 900 hectares;
e. Free distribution of 100million tomato seeds to vegetable farmers in Ogun State as donated by the Federal Government through the Raw Materials Research and Development Council (RMRDC);
f. Land clearing of 1,000 hectares farmland at Apojola in Odeda LGA for youth engagement in Agriculture;
g. Launch of Ogun Broiler Project for youth empowerment; training and distribution of 54,000 birds to 54 beneficiaries at Odeda Farm Institute.

Distribution of 10,000 free cocoa seedlings to over 3,000 farmers in Ijebu East to enhance cocoa production in the State; etc
Our collaboration with Nigeria Agricultural Land Development Authority (NALDA) has brought about the setting up of an integrated farm estate sited close to the SAPZ. This is aimed at engaging 1,500 farmers and generating about Two billion Naira annually after its first year. The focus is on Snail, poultry, dairy and crop farming and processing.
The Anchor Borrower Scheme targets the empowerment of forty thousand farmers with a total of ten thousand hectares of land in the pilot phase. The programme provides all inputs, services, support and training required for the farmers by granting single digit loans and guaranteed off-takers.

Administration met at our inception was the inability of successive Governments to institutionalize the public financial framework to ensure fiscal sustainability and continuity. Mr. Speaker and Honourable Members, since the inception of the present administration, we have embarked on several Fiscal Reforms in Public Finance Management.
10. Our aim is to consolidate on the global best-practice Public Financial Management (PFM) reforms that we started in 2019. Our fiscal policy thrust is based on providing an enabling business environment for private sector investments and partnerships through improving the efficiency and effectiveness of our key processes, including but not limited to land acquisition, business registration, construction permits, land titling, dispute resolution as

well as provision of key infrastructure and incentives to attract investors into the State.
11. In addition, our administration has embarked on Digital
Transformation of key processes and revenue lines to improve process and collection efficiency, broaden revenue scope and to block leakages thereby boosting our Internally Generated Revenue (IGR) receipts.
12. We have other policies that are currently being implemented to ensure efficiency and value for money in government spending as well as maintaining an optimal balance between capital and recurrent expenditure to achieve macro-economic stability and sustainable development.
13. In this direction, we have come up with initiatives and reforms in the way Government operates. These cover how our Public Service operates to make it a truly Public Private Partnership (PPP) friendly institution; strengthening the Judiciary to be a more trust worthy arbiter; launching of the Ogun State Land Administration and Revenue Management System (OLARMS); establishment of Public Private Partnership office; establishment of Bureau of Public Procurement; establishment of Bureau of Statistics, establishment of Fiscal Responsibility Commission; Strengthening of the Debt Management Office and Tax Reforms amongst others.
14. We could not have made the above listed historical achievements and many more without the exceptional partnership this Administration enjoys with the Leadership, and Members of this Honourable House of Assembly. So may I use this opportunity,

to once again, thank the Rt. Hon. Speaker and all the Honourable Members of this noble 9th Legislative Assembly for your engagement, support and contributions to these numerous achievements by all.
2022 BUDGET IMPLEMENTATION
15. Mr. Speaker, Honourable Members, permit me to highlight some key elements of the performance of Year 2022 Budget. You will recall that the total sum of N450,986,566,678.04 was approved as the Year’s total budget.
16. With the 2022 Budget, the total projected funding was N450,986,566,678.04 comprising of N160,174,462,525.27 as Internally Generated Revenue (IGR) and N290,812,104,152.77 as expected inflows from the Statutory Allocation, Value Added Tax, Capital Receipts and others.
17. As of 30thSeptember 2022, actual total funding was N193,731,370,976.27 representing 62.11 per cent of the pro-rated revenue target.We are poised to finish this year strongly at an expected performance of well over the 70% that was achieved last year.
RECENT KEY ECONOMIC DEVELOPMENTS
18. The 2023 Budget conception came with obvious economic challenges; hence the preparation was done conscious of a very challenging world economy that is weakened by the lingering effects of the COVID-19 pandemic, high inflation, high crude oil prices resulting in huge cost of PMS Subsidy, continued crude oil

theft and negative spill-over effects of the Russia-Ukraine war on food and dwindling Federal revenues.
19. The national economy and most especially the sub nationals are currently contending with fiscal instability, slow growth, food crisis, and high interest rates. Like many others, our economy faces challenges of low revenues because of emerging challenges from macro-economic indicators such as high inflation, exchange rate and depreciation of the naira.
20. However, our State will continue to work towards achieving much higher levels of growth, especially by harnessing our demographic dividends, so that the average Ogun citizen can truly feel the impact of planned economic growth.
21. Going forward, the Lagos-Ogun Joint Development co- operation is expected to attract huge investment in transportation, specifically the Redline passenger rail services expected to begin operations by first quarter of next year. Essentially, this will enhance smooth movement of commuters and goods by residents of Ogun and Lagos States.
22. On-going construction of the Agro-Cargo International Airport has nearly reached conclusion stages and at completion, the Airport will be the first phase in the development of an aerotropolis in the State. This investment has started yielding results as airlines have shown interests in operating cargo and commercial flights at the airport. The Nigeria Customs Service has acquired land to have their operational base at the airport. This will avail the citizens and residents of Ogun State the opportunity to board their flight right within the State to anywhere they want to go rather than going

elsewhere. We performed the ground breaking of the SAPZ, a truly first of its kind in Nigeria that promises to provide over 25,000 jobs and attendant multiplier effect for the people of the State.
Our investment promotion initiatives were further validated by the 2022 Presidential award in public service for industrial revolution.
THEME AND PRIORITIES OF THE 2023 APPROPRIATION BILL
23. The Rt. Hon. Speaker and other Honourable Members of the Ogun State House of Assembly, I now proceed to the 2023 Appropriation Bill.
24. As you are aware, our Administration’s strategic imperatives and implementation road map, the 2023-2025 Medium-Term Fiscal Framework of the present administration is hinged on the five development pillars, I.S.E.Y.A.
25. In line with the dictates of the Fiscal Responsibility Law, 2020 (As Amended), this Honourable House approved the 2023 – 2025 Medium-Term Fiscal Framework (MTFF) and Medium-Term Budget Framework (MTBF).
26. The Ogun State House of Assembly approval became a veritable fiscal instrument for further engagement with all Local Government Areas. As part of the preparation and our commitment towards development, we held four (4) Town Hall Meetings at Ijebu, Remo, Yewa/Awori and Egba Divisions to give our people a voice in the preparation of this Appropriation Bill.
27. In 2023, we will continue to accord priority attention to: • Completion of ongoing projects;

• Projects with revenue potentials;
• Projects that can enhance employment generation
• Projects consistent with priorities articulated in the State
Economic Development Plan & Strategy 2021 – 2025;
• Projects that align with the seven (7) thematic areas contained in the Medium-Term National Development
Plan 2021-2025, namely:
i. Economic Growth and Development;
ii. Infrastructure;
iii. Public Administration (Governance, Security, and
International Relations);
iv. Human Capital Development;
v. Social Development;
vi. Regional Development; and,
vii. Plan Implementation, Communication, Financing,
Monitoring and Evaluation
PARAMETERS AND FISCAL ASSUMPTIONS UNDERPINNING THE 2023 APPROPRIATION
28. Mr. Speaker and other Honourable Members of the Ogun State House of Assembly, the 2023–2025 Medium Term Fiscal Framework (MTFF) set out the parameters for the 2023 Appropriation Bill. These include both National and State Key Macro-Economic Indicators:
a. National Indicators: As you are aware, the three (3) tiers of government rely largely on the Federal Allocations which are the proceeds from the sale of crude oil and

Value Added Tax (VAT). The Federal Government has sole responsibility to control factors that determine revenue generation such as:
üOil price benchmark pegged at 70 US Dollars per
barrel;
üDaily oil production estimate of 1.69 million barrels
(inclusive of Condensates of 300,000 to 400,000
barrels per day);
ü Exchange rate of 435.57 Naira per US Dollar; and üProjected GDP growth rate of 3.75 percent and 17.16
percent inflation rate.
üThe 7.5 percent VAT Rate was fixed by the Federal
Government with effect from 1st February, 2020; b. State Indicators include:
ü The State estimated GDP of ₦5.74 trillion;
üProjected GDP Growth Rate of 2.93 percent and 17.16
percent inflation.
STATE GOVERNMENT FUNDING ESTIMATES
29. We shall continue with the Medium-Term Revenue Strategy (MTRS) to drive our Medium-Term Expenditure Framework (MTEF). The total State funding is estimated at N472.25 billion for the year 2023.
30. The revenues comprise Ogun State Internal Revenue Service (OGIRS) estimates of N90.00billion and other Ministries, Departments and Agencies (MDAs) estimates at N120.25 billion

totalling N210.25 billion. By this, we will achieve an IGR to GDP ratio of 3.7 per cent. Statutory allocation from the Federal Government (i.e. FAAC and VAT) is expected to be N92.00 billion. 31. Capital receipts are estimated at N128.37 billion comprising of Internal and External loans as well as Grants and Aids
32. Rt. Hon. Speaker and Honourable Members of the House of Assembly, our internally generated revenue capacity in the comity of States is no longer in doubt. More importantly, this administration’s budget model is revenue driven through the State Medium Term Revenue Strategy. In essence we will continue to focus on improving our revenue base. In doing this we will rely on the provisions of the section 23 (1 & 2) of the fiscal responsibility law, 2020 (as amended) with a view to increase the State’s Internally Generated Revenue. This will not only help to enhance the comprehensiveness and transparency, but increase the State’s revenue in due course.
PLANNED 2023 EXPENDITURE
33. The 2023 Budget proposals manifest the issues we confront as well as the necessary steps to overcome them in a sustainable manner.
34. The expenditure policy of Government in 2023 is designed to achieve the strategic objectives of the Ogun State Economic Development Plan and Strategy 2021 – 2025, including fiscal sustainability; human development; food security; improved business environment; energy sufficiency; improving transport infrastructure; and, promoting industrialization focusing on Small

and Medium Scale Enterprises. We will continue to focus our public spending mix towards a Capital Expenditure that is higher than that of Recurrent Expenditure. We are convinced that increased investment in capital expenditure is our secured route to sustainable economic growth and development as a State.
35. Against the backdrop of the challenging global and domestic economic environment, it is imperative that we strengthen our macroeconomic environment and address existing challenges as a State. The 2023 Appropriation therefore is a “Budget of Continued Development and Prosperity” expected to achieve social cohesion that will continue to focus on equitable socio-economic growth and development State-wide.
36. Our principal objective in 2023 is to maintain and enlarge our economic base while being strategic towards harnessing economic opportunities in the outer years of our administration and being conscious of victory at the coming polls by HIS GRACE.
37. A total expenditure of N472.25 billion is proposed for the State Government in 2023. The proposed expenditure comprises of N201.84 billion as recurrent and N270.41 billion as Capital with the highlights below:
a. Personnel Costs of N79.47B;
b. Social Contribution and Social Benefits N21.12B; c. Public Debt Charge of N39.90B;
d. Overhead Cost of N61.35B;
e. Capital Expenditure of N270.41B
HIGHLIGHTS OF THE 2023 KEY CAPITAL PROJECTS

38. Key physical capital projects in the 2023 Budget include:
• Implementation of Schemes for power generation to improve and guarantee electricity supply to our major
cities, business clusters and estates;
• Development of a Dry port at Kajola to leverage on the
existing rail network in that axis;
• Rehabilitation, reconstruction and maintenance of roads
across the State;
• Completion of the Agro-Cargo Airport;
• Procurement and Installation of Transformers State-

• Construction of Pilot Rural Road of 13.1km at Alapako;

MEETING THE EXPECTATIONS OF OUR PEOPLE – KEEPING OUR
PROMISES
40. I would like to implore the leadership of the State House of Assembly to ensure that the budget I lay here today, be thoroughly but expeditiously vetted and returned in earnest for my assent. I say this with every sense of responsibility because all the contents emanated from the wishes our people expressed at different Budget Town Hall meetings. It is also an expression of their trust in your Government and Party. This is what our State is known for and I will appreciate if we maintain our set standard of signing the Appropriation Law before 1st of January of the incoming year.

Mr. Speaker and Honourable Members of the 9th Ogun State House of Assembly, as I lay before you the 2023 Appropriation Bill today, we must remind ourselves that this event is another symbolic representation of our joint mission towards the realization of the Ogun State of our collective dreams. We have done it before. We can do it again. The challenges that are ahead of us in the coming year dictate that we should all move on more cooperatively to continue to deliver dividends of democracy to our people. We have covered a lot of grounds, but we must remind ourselves that there is always room for improvement. Time is of the essence and our people must see our commitment and sincerity to their security, peace, comfort, wellness and wellbeing. WHILE WE SHOULD NOT STAND AND PROMISE THEM THAT WE WILL DO EVERYTHING, WE SHOULD ONLY PROMISE WHAT WE CAN DELIVER. THAT IS THE ESSENCE OF THIS DOCUMENT, AND THAT IS THE CHARACTER OF THIS ADMINISTRATION.
42. While thanking this Honourable House for its continued collaboration and cooperation within the ambits of the principles and practice of Separation of Powers, let me also solicit for the unflinching support and cooperation of this Honourable House to enable us collectively deliver on our promises in the coming year. In consonance with global best practices, I have directed all Commissioners, Accounting Officers and Heads of Agencies to be personally available for budget defence.
43. Let me re-emphasize that the people of Ogun State expects that the 2023 Budget will contain only implementable and critical projects, which when completed, will significantly address current

infrastructural challenges of the economy, improve the business environment and accelerate economic recovery.
APPRECIATION
44. Let me use this opportunity to appreciate all our people for the trust and confidence they repose in our Administration. We appreciate the invaluable support, cooperation, and prayers of all stakeholders. Our special gratitude goes to our political class; our revered Royal Fathers, Elder Statesmen, our Religious Leaders, Development Partners, Non-Governmental Organizations (NGOs), Market Women and Men, our Youths, Students, Unions and all other associations, and indeed our Public Servants. We also thank our critics. As our supporters continue to motivate us, our critics are also challenging us to do more. That is the whole essence of democracy. I thank you all.
CONCLUSION
45. Mr. Speaker, Distinguished Honourable Members of House of Assembly, it is with a sense of responsibility and service that I present the 2023 Appropriation Bill of Ogun State for your consideration.
